  • Vicki Fogleman - President

Vicki was born in Everett, Washington and moved at the age of 4 to California where she lived until moving to Arizona in 2018. She and her husband, Jerry, agree it was a great move and they are very happy here. While in California, Vicki spent the majority of her career working for County Government in the Clerk-Recorder’s Office in San Luis Obispo County, where her primary duty was as the Clerk for the Board of Supervisors. Her last 8 years, she worked for the First District Supervisor as his Legislative Assistant. After all those years of rewarding work, she retired in December of 2016. She was also actively involved with an HOA where she lived from 2006 to 2018. Helping with the Facebook page for La Canada Norte II HOA has been fun, as well as getting to know more folks in the neighborhood.

  • HOA History

Construction of LCN II infrastructure began in 1995, after the first CC & R’s were recorded in 1994 for Lots 51 through 119.  Home construction began in the spring of 1996 by A. W. Marrs (Kitt and Tony Marrs) with Lots 68 and 69, the first model homes. The first custom home purchased was Lot 64 in June of 1996.  By 1997, several builders were busy here, creating both custom and spec homes.  By 1998, the CC & R’s were recorded for annexed lots157 through 219. The yearly dues were $100, Confianza was paved up to and joined with the paved portion to the north in Rancho Buena Vista.

By 2001, a volunteer management board was elected (president was Christine Guyton, Nola Leanna took notes and thus was appointed secretary, a position she held for 20 years). They served with Kitt Marrs and the HOA assessment was still $100 per year. Homeowners adopted a resolution stating assessments past due 30 days would have $10 added and assessments past due 90 days would have $50 added to cover collection fees and administration costs.  The HOA Board declined to annex the Patio Villas, which would have been condo type garden homes with lots of 6000 to 7000 square feet.
By 2002, the Patio Villas had been reconfigured as the Estates, with single family homes on 14,000 square feet. This development was voted in to the LCNII HOA.
